Overall there isn't that much of a difference but I'd take the second version, looks more clean.

Honestly there really isn't a big difference at all, but I actually prefer the first. I think you will be fine either way you go.

Side note, I really hate the use of periods in the "Interests" line, but that's just a pet peeve.

Yeah, I was planning to remove all the periods if I use the second version. Does the 2nd version look too cluttered? The font size is smaller and the margins are smaller in order to jam in more information.

You have a BA in Government and Economics. You don't have two separate degrees. You have a single BA. So combine them.
