Can I apply to HEC Paris Master of International Finance or Financial Economics with non-target UK undergrad degree?
I don't know what they really mean but they say applicants MUST have a degree from international Tier A school. What the heck does that mean?

It means that your school is considered to be at least decent, doesn't mean you must have necessarily gone to Oxford or Cambridge.
You better make sure your GPA is really good though if it's non-target, otherwise you'll need a sky-high GMAT to make up for it.
I have 3.6 undergrad GPA(Converted to US GPA from UK 1st class honor) (Oxford Brookes University)and 730 GMAT.
That surely isn't bad, the gmat score is above average for these programs. Any relevant internships?
