Do i have any shot at a decent MSF program such as villanova, UIUC, WUSTL, U of Maryland? Im coming from a non-target in the south(somewhat respectable among non-targets), I have a GPA of 3.2 and a major gpa of 3.4 and scored a 710 on the GMAT, i have a BB PWM internship and have a small PE internship lined up for the spring..It seems that most of these programs have an avg gpa of 3.4-3.5 and avg gmat of 640-680 so is it possible to get in with an above avg gmat and below avg GPA? Has anybody got into any of these with similar stats?

You're completely screwed.
Let's look at this logically: everyone applying to the programs you mentioned must have a 3.4, hence the 3.4 average. There are so, so many people applying with that same exact 3.4 that all the other persons with 3.5s, 3.6s, 3.7s, 3.8s, 3.9s, and 4.0s are totally averaged out, and 3.4 is the mean. The Gaussian distribution is completely worthless here, as MSF admissions are a total statistical anomaly due to the self-selecting nature of the applicants, who don't dare apply to a school they don't qualify for nor bother to apply to safety schools. It's quite an impressive system, really.

Get serious. You have a great GMAT and your GPA is just below the average. Assemble an awesome application package and you should be fine. See what TNA has to say, though - he's the resident MSF expert and usually disagrees with everything everyone says (to his credit).
You will get admitted to all the programs you just listed. 3.2 GPA is fine, not median, but fine. 710 is really good. You have two internships which helps your resume.
