It's not necessarily low... Depends on where you want to work in IB. It could be fine for MM; however, not sure about BB, as competition during interview rounds works a bit differently. Succeeding in an interview comes down to your personal factor, impressing the recruiter, and answering technical questions, so you know it better than anyone else. Tailor your resume, find someone who could perhaps give you valuable advice on it, and give it a shot. I am sure, you will be fine. It's always worth the shot.

I would say (very in general) up until junior year you are building yourself up for the real internship you would wanna have at the firm you see yourself working in after graduation. So you already have some amazing experience! You still have more than enough time to get your GPA up. Take a couple of 1-2 easy credit classes, that would work. Joining a couple of finance-related clubs would add a bit of life to your resume. 

So, the short answer is: yes, you do have a chance, it's always worth the shot
