recommendation questions - answer the questions or submit a letter

what do you guys think we make our recommenders do;

often, it seems the applications have multiple questions to answer with a character limit per question, and not all schools have the same types of question.

It's easier for the writer to submit one letter so that it can broadly cover all the questions, but at the same time each university may not like the single letter submission. Which do you guys think is better, having 1 letter or having multiple questions answered? Both? How do you guys go about solving this problem.
