Transfer from nontarget LAC

Im currently at a nontarget LAC In the midwest as a freshman, and making a switch in my prospective future into finance. Im interested in transferring to a better school, however I do not have the academic profile to transfer to a target or a high tier semi-target. My high-school GPA was around a 3.65 (weighted), and my super-scored ACT was 32, with limited extracurriculars. That being said, my current college GPA is a 3.9 and I will finish this year with at least a 3.8 GPA. I have 2 questions;

first, should I transfer after this year into a medium tier business school such as Fordham, GWU, Miami OH, TAMU or should I wait until i have 2 years in college and look into transferring  into a more prestigious school such as Vandy, or UVA and major in economics? (Interested in IB) 

Second, which universities should I consider transferring to with my academic profile? The prospective list goes as follows:
