Transferring as a Junior to increase my odds.

Hello,I'm a sophmore at a super non target-in case anyone's heard of it lol. I'm wrapping up this semester and I'm pretty much set on transferring to Rutgers-Newark and going to RBS to finish out my junior and senior year after one more semester(I missed the regestration cutoff). My GPA is okay, at a 3.74, hopefully going to be a 3.78 if my grades hold. I'm looking at RBS mainly because of money. I can't really afford to go to a semi-target like Lehigh and I'm from Jersey so schools like Penn State are out of my range.If I'm being 100 percent candid here, I realistically don't expect to get into IB after I graduate. I still keep applying  to about 15 ish applications a week and I'm about at 80ish now. Anyways,does me transferring look bad when it comes to resumes? I know y DeSales GPA won't transfer to Rutgers so I'm starting from scratch academically. I know RBS isn't a target school by any means, but beggars can't be choosers I suppose. Thanks,Dankusmemus
