New Dodd-Frank Rules: Prop Trading for banks with 10b or less?

Recently read in several different articles including the one above detailing how the Senate passed a bill that would allow banks with 10 billion assets and under to be exempt from the prop trading ban. Was curious what you monkeys think of this and could this be a new way to make great money(for those interested in S&T) in the new economy?
