ok, I was just a little confused about Libor, cos Libor = London Interbank Offered Rate. Why the hell are they using "London ..." for us markets?

Banks in the states are subject to various rules on fractional banking etc - dollars outside of the country are not hence better, and still risk free, yields are obtained outside of the US and this is there the LIBOR comes from.
This is also why the eurodollar contract, which settles to libor is so called.
