Best way to discover new funds?

What's the best way to track new funds (primarily in London) before they are in the headlines for raising their fund? In other words, between the time the main PE principals leave their old firm and the time they announce the close of their fundraise, how can I one figure out who they are? Is there like a government website to check for new PE firms incorporated?
