OCR will certainly be more extensive at Penn and Duke. Depends a lot on how certain you are about working in banking, and also how much you're willing to hustle as far as networking goes. If you're not that certain about what you want to do, and you think that you can pick up the slack from the lack of recruiting efforts on campus should you decide to pursue banking then Chapel Hill is probably a good bet since you'll be saving a lot of money. If you're 100% certain you want to work in banking, you might want to go to Penn and do whatever it takes to transfer to Wharton once you're there. CAS at Penn and Duke are pretty comparable, with Duke maybe having a slight advantage since they don't have an undergrad B-school to compete with. If you narrow it down between those two I would go with whichever you think you'll like better from a fit perspective, since that will probably have more of an influence on the outcome than the slight differences in their perception on the street.
