Telecom industry (5G) - what's the outlook?

What does everything think is going on with all the massive layoffs with the big telecom companies? AT&T, Verizon, etc. have all been experiencing massive layoffs, changes in leadership, poor strategic decisions, and all amidst the transition to 5G technology.

Do you think this 5G technology will flop? There are major health concerns and such that are stopping a few of towers from going up in certain areas, but otherwise these companies have put forth major capital expenditures to move forward with this.

Also what about all the layoffs? Do you think they are truly due to budgetary/financial constraints? Or do you think these companies are just letting the employees voluntarily take severance and leave on their own terms (before things get bad aka 5G pushback and potentially MAJOR financial constraints)?

And yes, the layoffs for the most part have been voluntary layoffs as in long-time employees who choose to leave get a handsome severance package from the company.
