Too many follow-ups?
I followed up with HR about SA last week (it had been the 3rd week after the interview at which they said they would have a decision). They said they would contact me this week but it is midday Friday and I have heard nothing. Is this some sort of test? Should I follow-up AGAIN??
No, I would leave it alone. I hate to be discouraging but if its really been this long then (1) something has happened to the position - ie they no longer need SA or (2) you're not their guy. Either way, move on.

Well, its been long enough where something should have happened. So persistence is probably not your friend right now - move on to another opportunity. Good luck!
Definitely sounds like a test. you should cold call everyone you interviewed with...
