Is ER having trouble hiring?

Back in February I interviewed for this specific group at a firm for ER. Bombed the interview hard and never heard back. I was interviewed by the analyst and his associate, the job posting said the incoming candidate would join these two people to make a team of 3. I just saw a job posting for the same position pop up, I looked up the associate who interviewed me and he is still at the firm, so they are still hiring for the same position I interviewed for.  
 

is hiring not going well in ER? I have had no problems getting interviews and what not, as opposed to banking where my application gets shot into the void
 

Would like to hear people’s thoughts on this

At least in my sector I know demand is incredibly high in part because there’s a lack of qualified candidates that can add value. This is mostly true for Associate/VP level.
