How busy are these people?

I had a phone interview in late February for a PWM internship at a large BB branch. The questions were very simple and afterwards (10 minutes) he said he would "put something together for me" and that "there will be some grunt work involved but we will try to help you learn and get relevant experience" and was very concerned about when I would be back from school and could start in the summer. So far I have heard nothing back and am a little concerned, even though the way he said it made it seem like a done deal. I have emailed him once (not counting the follow-up email I sent a couple hours after the interview) about a week ago and gotten nothing.

He was a pretty poor communicator before I interviewed but he did say that he would get back to me in a couple of weeks, which have since passed. Should I call his assistant/HR? What to do? It's been over 3 weeks since I heard from this guy.

If he said it would be a couple weeks then give him a little more time. You are not his first, second, or even thirtieth priority. If he hasn't gotten back to you in three more weeks maybe follow up once more.

interview was late February and it's only mid March, not to mention he's probably been on Spring Break. Wait until April to get back to him, and yes call his assistant.
