Consulting MO or Working MO?

I have two offers in front of me.
1. Consultant within a risk management firm that is part of a larger consulting/BPO company (Accenture, Big 4, etc) but without a strategy or transaction services arm. It has a less pay than the second offer, has a commute to Stamford (I live in NYC) which isnt covered, but is project based. But is a small team, client focussed, and revenue generating.

2. Treasury Analyst at an oil company in NYC. It has higher pay, will pay for MBA/CFA/6sigma, but is an operations role. Though I will sit with the capital markets guys (which is where I want to land permanently) I cannot guarantee that I will be able to make the transition into it.

From the pay/benefits/commute alone, I want to take the second offer. The first would technically make me FO which I may be able to leverage into a Sr. Consultant role with Big 4 down the line. What else should I consider here? I'm getting tired of the MO work and want to transition to FO. I have a 680 GMAT, but don't want to stop making an income to do a FT MBA. I also have L1 CFA completed.
