Is it possible to get a position in Management Consulting without submitting test scores?
My ACT isn't super good and neither was my high school GPA. Is there still how that if I pull out a 3.8-4.0 at a target school I choose to transfer to that I can just not report my HS GPA or test scores and get MBB?

I don't think high school GPA is a significant filtering factor. If you go to a test-optional school you should be able to not report ACT (just say "I didn't take it"), but if you just like left it blank it could be a red flag
Gotcha so like if I went to Northwestern for example when I apply for a position, I could just say didn’t take it because the school was test-optional

No they don't care about HS GPA
You can try, but expect greater scrutiny of your quantitative skills in another way. If you end up majoring in Physics at Princeton, MBB will assume you are sufficiently numerical, regardless of score or lack thereof. If you end up in history, MBB will push a lot harder for proof of numeracy.
Make sense, plan was depending on the school either Business or Economics with a double Major in Philosophy or Music. I think I’ll find myself in scrutiny still but yeah, I find it more favorable if I can prove myself through technicals than I can tests, even if it’d be easier to do tests
