I’m currently working at a consulting firm. I was just put on a project (my first one) and they gave me entire ownership of it. We are basically trying to decrease cost for our client by “off sourcing” (as opposed to offshoring) their IT, back office operations, middle office trade support, etc. I’m supposed to conduct research on off sourcing and perform an analysis on the benefits of individual states in the northeast region in regards to the most cost efficient. I have meeting with my client in a few weeks, but in the meantime, does anyone know how I would go about starting this? What should I be looking at first? My ideas were: the average cost of labor of recent grads, amount of universities surrounding the region, tax savings (Payroll Tax Credit and Real Estate Subsidy) from relocating jobs in NY to another state. What else should I be looking at? Thanks.

There would need to be IT infastructure whereever you're looking as well, seems dumb but calling cisco in to put in a fat WIFI network/security/etc. could get costly.
