Yes you can, but you have to go through compliance first. Like for many investment banks, your firm will have a "no-trade" list which you cannot trade at all (because the bank is working on deals with them).
If you want to place a stock trade I believe it takes roughly...15 days or so to get the trade approved through compliance (buying and selling) before you can buy/sell.
You can however trade etfs most places... sometimes you have to hold them for atleast a day.
At my firm (boutique) we can trade any securities except for the ones that we personally cover, or securities on the restricted list (due to a change in recommendation, significant change in target price, part of a banking deal, etc). I know at some of the larger firms analysts can't trade any security that the firm covers. Think the rules vary from shop to shop.
