Move to buy-side? How to network?

Hi guys,

If I want to break into to the buy-side, how should I network? Say, I want to move to a mutual fund as an analyst. Does the portfolio manager of the fund make the hiring decision? Or, is the decision made at higher levels? Do I get to choose which fund I want to move into? I guess, my question is what is the most effective way to network? The portfolio manager or the institution-level manager?
