Need help - Confused whether to use short term investments or short term debt as a balancing figure?

Hey folks,

I have to project balance sheet for a company which historically keeps both short-term investments and short-term debt. I am having confusion which of these to use a balancing figure? And should I include short-term debt in working capital?
