Series 7TO for ER?

Based on the new FINRA licensing exam setup, it says on the FINRA website that Research Analysts must take the SIE, Series 86, and Series 87, but it doesn't mention anything about the Series 7 Top-Off. I've heard that some firms require their new ER associates to take the SIE and 7TO (then the 86/87), but it doesn't appear that this is a requirement per FINRA rules.

Does anyone have any insight? Have firms just not yet caught up with the rules, or is there an actual reason that the 7TO is needed for ER?
