Check out http://www.pennlets.com/ for stuff on Penn's campus. I recommend the Radian and staying away from Hamilton Court (no AC).
While Penn's campus isn't in Center City, it's super easy to get there...obviously if you can find something down there great, but I'm not sure how easy or cheap that will be.
