So news broke today that BofA is cutting headcount in its IB and S&T divisions. Does this mean it's safe to assume summer 2022 will be a tougher year to recruit for for BofA specifically?

Regular layoffs similar to other banks, nothing special.

They are laying off underperformers. This should make room for new recruits so if anything it helps SAs
They’ve been very actively recruiting laterals. This is likely cutting non-performers.
