Career advice for EU target graduate student

Hey monkeys, I am a last-year MiFin student at an EU target university (think Bocconi/HEC/St Gallen). I speak fluent English, Russian, and Italian, as well as conversational Spanish. I have two internships in small corp fin firms in Italy and currently hold an offer for an off-cycle at a Dutch bank (ING/Rabo/ABN) in M&A. I am an EU citizen. My question is two-fold: 

1) Given my background, is there any way for me to break into London IB (M&A ideally, but open to other roles) given how hard it has become? And am I right in my thinking or, if not, what's the best way to go at it (haven't had luck for summers or off-cycles, have gotten a lot of rejections based on immigration status)? 

2) If I am unable to recruit for London, what's the best place to start work in Europe or other places (Dubai, Singapore)? 

I am excluding Milan due to high COL compared to entry-level salaries, Luxembourg and Frankfurt due to having heard the lifestyle is boring, and Paris due to language, but am open to any other location. I am mainly trying to gauge what the probabilities are of getting into specific locations and what the pros/cons are, I would love to hear anyone's perspective. Thanks for reading!
