College Decision for IB

Hello. I am struggling to decide between two colleges. I got into some higher tier schools for IB but decided to not pursue them because of cost. My current two options are the university of pittsburgh honors program tuition free, and the George Washington University with a 60k a year tuition scholarship. My family and I would be paying ~15k a year for Pitt (living expenses) compared to ~30k for GW. I know Pitt is likely a non target, but saw that GW may be a semi-target. I also noticed some higher level placements (a few BB internships) at GW. Please share any insights!
