Could you provide some more context on why the transition would absolutely not be possible?
It's because you're working at a regional or weaker MM bank that doesn't agent deals. The bank is just a participant in the syndication and you don't get as good modeling reps as you would at a BB.

I also have an offer from a top 2 credit rating agency; would going there be better in terms of moving to IB?

Very tough. For the reasons people said above. Your type of banks aren't typically in a lead role and you won't have the skillset they are looking for.
Best option would be to lateral to a Left Lead bank (like a BB or like a big BS bank like a HSBC who runs the deals) and then try to move internally.
