If I set up an informational phone call interview for a specific time, is it usually my prerogative as the student reaching out to call them at the specific time? or to wait for them to call me?
Call them.
You can reduce this uncertainty in the future by sending an email with something like "what is the best number for me to call?"
They'll either give you their number or say they'll call you.
