which firms have already finished or are nearly finished with the recruitment process for non-diversity candidates for 2021 SA? It's just confusing with the diversity recruitment timeline and non-diversity recruitment timeline.

Think most of the tops ones are done (or close to it). Baird is done, Blair is deep in process if not done already, not sure about HL, HW doesn't kick off until the fall.
Lazard and Gugg still have a lot of spots left as of now

Is Citi even done? - people in the 2021 thread said non core is starting in fall.
To my knowledge Chicago has filled its SA
