You cannot apply to the same job twice unless you convince a recruiter to clear your previous application status. However, for an example, if you applied to IBD NY in early-application, you can apply to say... IBD Dallas in regular-application. Same division is okay, just has to be a different city. I'd check your app status and see if you were denied or deferred. If you were deferred, they will reconsider your application in the regular cycle. This is directly from a recruiter per a program I am currently in.
