How hard is it to transfer to a semi-target/target?

Would it be attainable for someone who has around a 3.4 hs gpa and a 33 on their ACT? I’m planning on retaking the SAT and shooting for 1500+. is it difficult to try and transfer to a school which would have better placement for NYC, given you can have pretty good ECs? I have the choice of attending a soft semi for 43 a year or Baruch on a full ride, but plan on transferring, and wonder what you guys think the best course of action would be. Thank you!
