Internships Matter for Lateral Hiring

When trying to break into IB from something like big 4 TAS, corporate finance, valuation, or consulting within 2 years of graduation, how much do college internships matter? For example, if you did a boutique IB or PE internship senior year would banks care much about this or would your experience in say valuation matter more? For a candidate with multiple high finance internships who did not land an IB/PE/HF job, should they focus on these college internships instead of their say valuation work in interviews?

No. If you've been working at Valuation for 2 years, that should be your main focus. The previous internships would certainly help and you could use them to connect them to your story as a spark, or as your desire to go back to them. But they shouldn't be your main focus. You will have more substantial things to talk about from your new job anyway
