Is a phone call enough to break a contract?

Hey guys,

Was wondering if a phone call to HR and former manager is enough to renege on an offer, or is it necessary to send a certified mail to the company so as there is a written trace somewhere.

I just want to make sure everything is done properly so it doesn't backfire in the future.
