LAZ is very strong in Paris - especially in TMT and Sovereign Advisory. In relative terms, Lazard is better in Paris than London. In absolute terms, it's the other way around. Don't know anything regarding the second question but I know that LAZ is one of the few places in Paris where you do not need to speak French on a junior level.
I agree with the first coment. Lazard is the strongest M&A advisor in France (with Rothschild & Co).. I heard that days are pretty long for interns, but it is perfect for a gap year.
For your second question, actually if you study in France, you will have to come from a Grande Ecole to be selected, but a foreign uni as strong as HEC/ESSEC (or ESCP, EDHEC, EML) is ok !
