Networking Call Help

How can I go about making the phone calls more personalized, is it ok to ask questions like what do you like doing outside of work, or how should one go about being able to get to know someone better on a call away from the transactional feel?

My best piece of advice to connect with them on a personal level would be to ask probing questions about their personal life. For instance, you could ask if they had a Daughter. Then, proceed to ask if she is hot. If not, there is no purpose of networking with them in the first place.
