Non-Target to Semi-Target after signed offer?

Sophomore at non-target here. Thinking of transferring to a semi-target for junior fall (after I will have signed an offer). Thoughts on if this is worth it? I have a great gpa, club involvement, etc. More so would be interested because I would like to be surrounded by more motivated peers and people who will probably end up in NYC long term. Is it possible to join some of the clubs as a junior transfer? Is it easy to have a friend group as a junior transfer?
