Personality differences between HQ and regional offices

I've recently started working with the LA office of my firm on a few projects. I have joked with these guys and regularly communicated with them, but this is my first experience working with them. I have always heard that offices in CA and Florida are essentially like working for different companies compared to say NYC or Chicago, but I had shrugged that off since I assumed banking was banking. Over the past couple of weeks I have realized that the analysts in our LA office are just ridiculous. They have next to no work ethic, hate staying late(defined as after 8PM), no quality control management and are pretty much just unreliable. I'm almost certain that one of them pulls less hours than if he was in corporate. How have you managed these differences? Effectively?
