PubFin IB Internship- How is it structured?

For both Public Finance and general IB internships, what level of structure is typically expected? Are interns usually staffed on deals and given defined responsibilities, or are they expected to seek out work on their own?

In my PubFin internship, there was almost no structure. We weren’t staffed on deals and had to actively ask—sometimes repeatedly—for any live deal exposure. Most of the work offered was very basic, and despite reaching out to multiple people, responses were inconsistent. There were high school interns doing what felt like comparable work at certain times in the office. At times, it felt like being proactive was viewed negatively, and there was little guidance from seniors or HR on what we were actually supposed to be doing.

Is this lack of direction and hands-on experience common in IB-type internships?
