Should lateraling require starting again as an Analyst 1?

Currently an AN2 at a lower tier MM firm and have been speaking with a few other MM firms (Jef, RJ, HL, PSC). They mentioned that a lateral move would likely require starting over as an AN1. Is this the norm that others have done / been asked to do?
