What are the best things to do/internships to target for sophomore summer if you already have a banking internship locked up for junior year? Any guidance would be appreciated.

Honestly if you don't have a soph internship and are already set for junior year, I would just study abroad somewhere fun and enjoy your last free summer. No one is going to care about your soph internship once you have a banking internship to talk about - doubly so if you have another internship somewhere on your resume (or can get something part time during a semester at some point)
would it be more important if you wanted to rerecruit FT?
It depends. If you had a solid/reputable IB or PE firm, that could help. If it's just some random firm that isn't very additive to your resume, I would still say enjoy your last summer...
