The dilemma

I realize that going to a top school like Wharton or Harvard provides one with the highest chance of breaking in investment banking. That said, I'm assuming that being an economics major at Wharton is going to be more challenging than being an economics major at a semi target (UNC, Vanderbilt, UVA, Michigan etc.) In a case that both students are equally intelligent/hard working and the Wharton student receives a 3.3 while the semi target student receives 3.7. Then does that mean that the student from the semi target is in a better place for full time recruiting?

Definitely. That said, I would argue that the caliber of student--at least academically--is not significantly different between Wharton and some of the schools you mentioned above (UVA, Vandy). If you're considering transferring, be prepared to answer some questions about it during interviews. If you're going to transfer because Wharton is too hard, that definitely can't be the story you present.
