Thoughts on Boston AM

I received an offer within an AM firm in their finance & compliance rotational program (Rotations: fund treasury, corporate finance, compliance). The offer is significantly lower than another offer that I have in the defense industry, however my main goal would be S&T or ER at the firm. Through the rotational, do you think I'd have a good chance existing to ER or S&T after the rotational? Is taking the risk in one of the most expensive cities (no relocation stipend) worth it?
