Tier 3 NYC or T1/T2 Frankfurt

I have the option of starting full-time in New York at a Tier 3 European Investment Bank but would have to do and pay for a one year Masters in the US (to get OPT) and therefore start one year later OR start full time at a T1/T2 full time in Frankfurt. I am considering exit/pay/wealth accumulation. I know the deal flow and pay in the US is so much better but then there is the long term visa issue. However, in Europe the banks are slightly better but pay is so much less.
