What does it mean when banker says they would refer you and doesn't?

Quick question— what does it mean when a banker says they will refer you to others at their firm and doesn't? I've had a couple cases where I talk to someone and they tell me to send a follow-up and they'll connect me but they don't. Does this mean they didn't like me? Should I follow up again after a week has passed if I don't hear anything? Any advice would be appreciated.

Nah im playing - one of a couple possibilities:

1) they are literally that busy and forget over and over

2) You were alright but not outstanding so they don't prioritize your referral

3) you sucked donkey dick and they said that to end the conversation (has happened to me repeatedly)

4) they have referred you but the portal doesn't send out notification emails like that
