What to do - Studying abroad

So here's the quick story...

I'm a junior, go to a non-target, not a great gpa (3.3). I have great extra curriculars and work experience, so that's not a problem. I'm looking to get into banking or PE but realize that I have no shot at BB firms.

I can't decide on where I want to start looking, either Chicago or New York. New York is obviously the place to be when your young, but more competitive. On the flip side though, most firms hire more for their NYC office, and there are generally more firms in NYC.

Once I do decide that, how should I go about getting into a regional boutique? Just email up the HR person?

I really want to get a good internship and I know I can nail an interview, the only problem is getting one...

Oh, and one last thing I forgot to mention that makes all this just so wonderful --- I'm studying abroad in China this semester, so I'll have to do all my interview and networking on the phone...

Thanks in advance for any advice.

Some smaller shops have HR contact info/e-mail/application online. Most of the big guys have some sort of online application to save them the trouble of putting everything in the system. Check out the web sites first.

As for Chicago vs. New York, it's a lifestyle choice. Nobody can make that decision for you, just have to decide where you would be happy.
