Citi is a universal bank and should be compared to peers like JPM, HSBC, Barclays and the likes.
On the other hand, Lehman is still considered a pure-play investment bank and comparing it to peers like ML, GS, MS, Bear and UBS is more apt. However, Citi's CIB and Barcap are good comparisons.
Citi's CIB and Barcap aren't very good comparisons at all. Barclay's only does fixed income, Citi had good league rankings this year in M&A advisory (among other things). With regard to prestige, Citi is BB...Barcap is not. And by the way, Bear Stearns and GS should not be placed in the same list.
Well, UBS has a retail and commercial banking business in Europe, more prominently in Switzerland. But in the US, it's a pure-play investment bank plus their wealth management business.
Despite its tremendous volume, a little less prestigious than JPMorgan. A little better than its younger European counterparts such as UBS, DB. ALOT better than the IB fakers Barclays, HSBC.
I worked in Citi and yes it is true they are like an army of little soldiers and it is true that it is kind of hard to get around from department to department BUT saying Citi is not as good as GS, MS, ML come on... I was in CIB but not corporate finance however, my VP's and collegues were cool, knew their stuff and did their shit. Citi is pretty much good at everything they do, or as much as I saw. And for all you chart-lovers out there just look at them and tell me they are not. Maybe I am biased but oh well what can you do.

League tables say it all, Citigroup is a top tier bank and should be compared with the other top tiers, ie Goldman, Morgan, Lehman, Merrill, and JPM.
In IB Bear and GS are pretty far apart. But in structured product and prime brokerage, they are serious competitors.
