Don't underestimate the influence public opinion has on regulatory policy, especially on a heavily regulated industry like finance. The GFC was not too long ago and the political climate has shifted dramatically since even Occupy Wall Street to be more and more anti-Wall Street. When was the last time a major national Republican politician called out the "big banks" in the pre-Trump era?
