Work laptop is unbelievably slow, should I bring this up to HR? IT keeps dismissing me

I almost feel like I have an unfair handicap when it comes to my work laptop. I cannot even type fast on it as it takes time to generate the letters and words, I can't maneuver around my emails fast as it takes up to a minute to click between messages. I can't imagine what Bloomberg or Excel will run like when I have a hairy model open with multiple tabs. 

I have not heard complaints from other new grads so I think they aren't having the same issue. 

The reason I am considering bringing this up to HR is that IT has been condescending telling me to restart it or giving me back in the same way an hour later trying to pull a placebo effect on me like I am being pedantic, which is kinda disrespectful as I just want a new laptop.

I am not expecting Macbook style seamlessness but if this is how Windows run work laptops then this is embarrassing for Microsoft. I have used Macs when I interned at startups and they were very smooth and well run.

What do you guys think?

Not a banker but have had this happen before at multiple companies.

First time told our senior analyst as he was tight with the CFO and the next week we both had brand new, top of the line laptops.

Recently had it happen and after IT doing this and that, a senior level guy at our firm sent an email. New laptop next day.
