How can I withdraw an internal application without raising red flags?

A couple weeks ago I applied for an internal position on my old manager's new team.  After conversations with him and his manager (team director) it's pretty likely I get offered the position.  I have three interviews next week that I believe are just a formality, one with my old manager, one with his manager (the director), and one with my old director that moved to a different team.  I'm like 90% sure I'll get the offer.

The problem is, HR implemented new policies that I'm 100% against and will be leaving the company, I have no interest in staying or changing teams anymore.  I already have four interviews lined up.  I don't want to get this new offer internally and then turn around a month later leaving my manager in a bad spot and burning bridges, I have a pretty good relationship with him.

Is there a way I can withdraw my application without raising red flags to him and my current manager?  I'm not sure how to navigate this.
