How do headhunters start to notice you?

Have worked corp strategy, but just received two offers from two tier 2 consulting firms and hope I might be able to transition to PE MM after a couple years. PE firms don’t typically post jobs obviously, and the way I’ve gotten jobs up to this point is networking pretty hard, so I was curious as to how headhunters start to find you? Whether they’d reach out to you for PE jobs if your with tier 2 consulting (Parthenon, LEK), or if it’s just IB? Would I reach out to them, or is it usually just a waiting and hoping game as there are such limited positions available?
